Does this fragrance come in a spray form?

Not to my knowledge but you could always transfer some to an atomizer.

how does it smell like?

It is predominantly tea rose, vetiver, and orange blossom. That tea rose is what makes people claim it has a "grandmotherly" scent lol. There is also some sandalwood in there and a couple other florals. It's light, and lovely. But like the seller said, this is primarily used for Spirit purposes and not strictly as a perfume for ourselves.

Box and label of Reved'or states "lotion" but it is advertised as "cologne splash." Looks like they are not one and the same. Or are they?

It is a liquid cologne splash or eau de cologne, not a creamy body lotion like our body moisturizers in the US. I think they call this lotion in other countries, sort of like our after-shave lotions were called, but were liquid (google "after-shave lotion" to see many vintage ads). However, this product does not moisturize. The fragrance is light and charming.
