Can they be used as body paint?

These are watercolors. They would not stick to the skin. You need something that is either oil or acrylic base and also nontoxic. Watercolors ought to be nontoxic. But I don't think this would be a good application for watercolors. Maybe you can just find some bona fide body paint.

Does the brush pen open to add water inside the pen?

Squeeze tube, insert into water and release squeeze. Flip tube up with brush up, squeeze tube, insert into water, release and you will now feel a suction and it will only take a few times of this to fill.
