Does this product spin like a regular lazy susan or is it a fixed position at all times?

It doesn't spin very well at all. I bought as a gift for my daughter and the spinner portion didn't work like advertised. I would not buy it again for anyone. She liked the dish and didn't want to go through the hassle of returning it so she kept it. Not to mention it took forever for them to deliver....like several weeks! Sorry, but I'd look elsewhere than this company that distributes these products.
